Nagoya – kuala lumpur additional protocol
On 5 October 2017, the International Commission announced: The Nagoya-Kuala Lumpur Supplementary Protocol on Liability and Redress to the Cartagena Protocol on Biosafety to the Convention on Biological Diversity entered into force on 5 March 2018.
Adopted on 15 October 2010 in Nagoya, Japan as a supplementary agreement to the Cartagena Protocol, the Supplementary Protocol aims to contribute to the conservation and sustainable use of biological diversity by providing international rules and procedures in the field of liability and redress in relation to living modified organisms. The Supplementary Protocol requires remedial measures to be taken in the event of damage caused by living modified organisms or when it is likely that damage will result if timely remedial measures are not taken. The Supplementary Protocol also includes provisions on civil liability.
The objective of the Supplementary Protocol is to contribute to the conservation and sustainable use of biological diversity, taking into account risks to human health, by establishing international principles and procedures on liability and redress in relation to living modified organisms (LMOs).
On 12 February 2014, Vietnam joined the Nagoya-Kuala Lumpur Supplementary Protocol on Liability and Redress. The Protocol is intended to ensure the implementation of redress obligations arising from living modified organisms. Currently, the Supplementary Protocol has 54 members.
