Announcement of Administrative Procedures for Online Public Services in the Agriculture and Environment Sector

The Ministry of Agriculture and Environment has just issued Decision No. 3907/QD-BNNMT dated September 23, 2025, announcing the List of administrative procedures eligible for full-process online public service implementation. According to this list, there are 89 administrative procedures eligible for full-process online public service implementation at the central level, and 118 administrative procedures eligible for full-process online public service implementation at the local level (103 procedures at the provincial level and 15 procedures at the commune level).

At the central level, the list includes many important procedures, including: Issuing biosafety certificates for genetically modified crops; processing applications for amendments and additions to species in the List of endangered, rare, and precious species; Reissuing biosafety certificates; approving the linkage and transfer of hazardous waste not included in the environmental permit; renewing environmental permits; registering accounts on the National Registration System for Greenhouse Gas Emission Quotas and Carbon Credits; exploiting and using meteorological and hydrological information and data; temporarily suspending the validity of groundwater exploration permits and water resource exploitation permits; providing information, data, and products of surveying and mapping; providing land information and data…

For the provincial level, the procedures include: Granting permits for the exchange and donation of specimens of endangered, rare, and precious species prioritized for protection; granting certificates for biodiversity conservation facilities; renewing environmental permits; granting permits for meteorological and hydrological forecasting and warning activities; temporarily suspending the validity of groundwater exploration permits and water resource exploitation permits; soliciting opinions on plans for artificial groundwater recharge; providing information, data, and products of surveying and mapping; Registration for the use of surface water, digging lakes, ponds, rivers, streams, canals, ditches, and ditches; reissuing certificates due to loss…

At the commune level, 15 administrative procedures have also been announced as eligible for full online implementation. These include procedures related to confirming contracts for accessing genetic resources and benefit sharing; consultation in environmental impact assessment; registration for groundwater exploitation and use; conversion of crop and livestock structures on rice-growing land; approval of local agricultural extension plans (commune level); announcement of the opening of type III fishing ports, as well as some subsidy schemes for disaster prevention and control task forces. In addition, there are procedures on supporting investment in the construction and development of small-scale irrigation, on-farm irrigation and advanced, water-saving irrigation (for direct support capital, local budget and other legal local capital sources allocated to the commune People’s Committee for implementation); appraisal and approval of emergency response plans under the authority of the commune People’s Committee; Approving and publicly disclosing operating procedures for large and medium-sized irrigation works delegated by the Provincial People’s Committee; approving the outline and results of safety inspections of dams and reservoirs under the authority of the Chairman of the Commune People’s Committee; approving and publicly disclosing operating procedures for water reservoirs under the authority of the Chairman of the Commune People’s Committee; approving dam and reservoir protection plans in the area delegated by the Provincial People’s Committee; appraising and approving disaster response plans for works and downstream areas of dams during construction under the authority of the Commune People’s Committee.

The publication of the list of administrative procedures eligible for full online implementation is expected to contribute to promoting administrative reform, enhancing transparency, and facilitating access to public services in the fields of agriculture and environment for citizens and businesses.
