On January 8, 2025, Deputy Prime Minister Tran Hong Ha signed Decision No. 49/QD-TTg approving the National Program on Conservation of Endangered, Rare, and Precious Wildlife Species Prioritized for Protection until 2030, with a vision to 2050 (the Program). Accordingly, the Program clearly defines the following viewpoints: (i) Conservation of endangered, rare, and precious wildlife species prioritized for protection is a priority task of biodiversity conservation, and is the responsibility of the entire political system and society; (ii) The Program establishes a common action framework, encourages and facilitates the participation of all organizations and individuals in investing in and conserving endangered, rare, and precious wildlife species prioritized for protection; (iii) Effectively combine in-situ and ex-situ conservation efforts for endangered, rare, and precious wildlife species prioritized for protection; gradually approach and apply advanced international conservation methods suitable to Vietnam’s actual conditions.
The program sets out four specific target groups including: (i) Effectively conserve endangered, rare, and precious wildlife species prioritized for protection: improve the population status of at least 10 species; conserve and restore the habitats of endangered, rare, and precious wildlife species prioritized for protection; (ii) Increase the number of endangered, rare, and precious wildlife species prioritized for protection that are bred for conservation and released back into the wild to restore populations; by 2030, ensure that at least 3 species are bred for conservation and released back into the wild; (iii) Strive to achieve 100% of endangered, rare, and precious wildlife species prioritized for protection having management and monitoring plans in nature reserves, high biodiversity areas, and biodiversity conservation facilities; (iv) Policies and laws on the conservation of endangered, rare, and precious wildlife species prioritized for protection will continue to be improved; organizational and management capacity will be strengthened to effectively support the control, prevention, and mitigation of risks, threats, and negative impacts on their populations and habitats.
The Program’s four task groups include: (i) Investigating, assessing the status, and building a database of endangered, rare, and precious wildlife species prioritized for protection; (ii) Expanding and improving the effectiveness of in-situ conservation measures for endangered, rare, and precious wildlife species prioritized for protection; (iii) Implement ex situ conservation for endangered, rare, and precious wildlife species prioritized for protection; (iv) Improve the effectiveness of law enforcement and control of activities that negatively impact endangered, rare, and precious wildlife species prioritized for protection.
The Program’s six groups of solutions include: (i) Improving policies and laws on the conservation of endangered, rare, and precious wildlife species prioritized for protection; (ii) Strengthening capacity for the conservation of endangered, rare, and precious wildlife species prioritized for protection; (iii) Communicating and raising awareness about the conservation of endangered, rare, and precious wildlife species prioritized for protection; (iv) Strengthening scientific research, technology transfer, and development on the conservation of endangered, rare, and precious wildlife species prioritized for protection; (v) Mobilizing resources and the participation of the entire society in the conservation of endangered, rare, and precious wildlife species prioritized for protection; (vi) Strengthening international cooperation on the conservation of endangered, rare, and precious wildlife species prioritized for protection.
Regarding the implementation of the Program, the Prime Minister has assigned relevant ministries, agencies, and People’s Committees of provinces and centrally-administered cities to carry out related tasks according to their respective fields and areas of management. Specifically, the Prime Minister has assigned the Ministry of Natural Resources and Environment the responsibility to: (i) Assist the Prime Minister in presiding over, coordinating, and unifying the implementation of the Program’s contents; (ii) Preside over and coordinate with relevant ministries, agencies, and localities to effectively implement the Program’s contents; develop, approve, guide, and organize the implementation of action plans for the conservation and restoration of populations for each endangered, rare, and precious wildlife species prioritized for protection and at high risk of extinction; (iii) Preside over and coordinate with relevant ministries and agencies to guide localities and organizations in implementing the Program; (iii) Develop and implement priority projects assigned in the Program; (iv) Monitor implementation progress, organize preliminary and final reviews, evaluate the implementation process of the Program, and report to the Prime Minister on the situation and results of the Program’s implementation mid-term in 2026 and at the end of the term in 2030.
