Approval of the Planning Task for the Preservation, Restoration, and Recovery of the Na Hang – Lam Binh National Special Scenic Area

On April 15, 2025, Deputy Prime Minister Le Thanh Long signed Decision No. 763/QD-TTg approving the Planning Task for the Preservation, Restoration, and Recovery of the Na Hang – Lam Binh National Special Scenic Area (Decision No. 763/QD-TTg).

According to Decision No. 763/QD-TTg, the planning area covers a total area of ​​over 132,000 hectares, located within the administrative boundaries of Na Hang and Lam Binh districts, Tuyen Quang province. Lam Binh district comprises four administrative units: Khuon Ha, Thuong Lam, Phuc Yen communes and Lang Can town. Na Hang district comprises 12 communes and towns: Nang Kha, Thanh Tuong, Son Phu, Da Vi, Hong Thai, Thuong Nong, Thuong Giap, Yen Hoa, Con Lon, Sinh Long, Khau Tinh, and Na Hang town.

The planning objectives are to concretize the Tuyen Quang Provincial Planning for the period 2021-2030, with a vision to 2050, and the Tourism System Planning for the period 2021-2030, with a vision to 2045; to establish connections between historical and cultural relics and other scenic spots, traditional villages, and hamlets in the planning area; to create a prominent natural, cultural, and historical landscape; to make the Na Hang – Lam Binh Nature Reserve a key tourist area of ​​Tuyen Quang province; and to preserve, enhance, and promote the biodiversity, landscape, culture, history, and archaeological values ​​typical of the Na Hang – Lam Binh Nature Reserve, a special national scenic spot. To define the boundaries of protected areas and promote the value of the Na Hang – Lam Binh Nature Reserve; to create a basis for management, functional zoning, and land use indicators for each area; to guide the organization of architectural landscape space and technical infrastructure systems in accordance with the conservation phases, ensuring harmonious and synchronized connection with the surrounding landscape, environment, and other relevant plans; to guide the overall plan, roadmap, and solutions for management, investment in construction, preservation, restoration, and promotion of the value of the relics, in accordance with the approved plan; to create a legal basis for managing, implementing investment, and upgrading infrastructure and the landscape environment according to the approved plan for preservation, restoration, and rehabilitation of relics, promoting socio-economic development and improving the lives of the people.

Decision No. 763/QD-TTg identifies nine contents of the Planning Task, including:

1- Determining the requirements for research, survey, and assessment of the current state of the relics; researching and evaluating socio-economic and natural environmental factors related to the planning content.

2- Determining the characteristics and typical values.

3- Determining the planning viewpoint, objectives, and vision.

4- Determining the projected development indicators for the planning area.

5- Planning orientation for technical infrastructure.

6- Determining the orientation for preservation, restoration, rehabilitation, and promotion of the value of the Na Hang – Lam Binh scenic area.

7- Orientation for the organization of architectural space, landscape, and construction of new works.

8- Orientation for promoting the value associated with tourism development.

  1. Orientation towards environmental protection, nature conservation, biodiversity, disaster prevention, and climate change adaptation.

The People’s Committee of Tuyen Quang province shall preside over and coordinate with the Ministry of Culture, Sports and Tourism and other relevant ministries and agencies to organize the preparation and submission for approval of the planning project in accordance with the Law on Cultural Heritage and relevant legal regulations; and shall be responsible for and ensure the strict and full implementation of regulations on soliciting opinions from the community, experts, scientists on conservation, landscape, architecture, and relevant agencies, organizations, and individuals in the locality during the planning process.
