In recent years, the Management Board of Pu Hoat Nature Reserve (Nghe An) has implemented many solutions to protect and develop sustainable forests. Thereby, enhancing the role of the community in forest protection and biodiversity conservation, contributing to increasing people’s income. Reporter of Natural Resources and Environment Newspaper had a discussion with Mr. Nguyen Van Sinh – Director of Pu Hoat Nature Reserve Management Board about this issue.
Reporter: Could you give an overview of Pu Hoat Nature Reserve?
Mr. Nguyen Van Sinh:
Pu Hoat Nature Reserve (NR) is one of three core areas of the Western Nghe An Biosphere Reserve; is one of the Nature Reserves with the largest natural area in the country with a total management area of 85,761.43 hectares of forests and forestry land, located in the administrative area of 9 communes, in the West and Northwest regions. of Que Phong district, Nghe An. The main forest area is mainly distributed in remote areas, areas bordering 73 km of the Vietnam – Laos border, 63 km of the border of Thanh Hoa province. The buffer zone of Pu Hoat Nature Reserve has 9 communes with a total of 74 villages (after merger), of which 4 communes belong to the Vietnam-Laos border area. The lives of people in the buffer zone of Pu Hoat Nature Reserve still face many difficulties.
Pu Hoat Nature Reserve is one of the areas in Vietnam that still has a large area of primary forest with little human impact and is considered a representative of the region’s tropical humid evergreen forest type. North Truong Son. This place is evaluated by domestic and international scientists as one of the areas with high biological value of the North Central region as well as of Vietnam with rich and diverse flora and fauna. Many new animal species were discovered in the 90s of the twentieth century in this area such as: Pu Hoat muntjac ( Muntiacus puhoatensis) , Truong Son muntjac (Muntiacus truongsonnensis )… Pu Hoat Nature Reserve is distributed along the border. Vietnam – Laos on low to high mountain slopes with the highest peak being Pu Hoat peak at 2,457 m. Pu Hoat Arc is considered the intersection point of the vegetation flows of Himalaya – Yunnan Guizhou, India – Myanmar, Malaysia – Indonesia with Southeast Asia, so the plant composition is rich and diverse with many endemic species. rare species such as: Sam Dau, Po Mu, Kim Giao… Therefore, this is also considered one of the priority areas to preserve biodiversity value in Vietnam.
Reporter: Could you please tell us the solutions for the unit to effectively implement forest management and protection and preserve biodiversity values in the area?
Mr. Nguyen Van Sinh :
To properly implement forest management and protection, preserve biodiversity values associated with socio-economic development and ensure stability of the National Defense and Security situation in the area, during the period of time. Recently, the Management Board of Pu Hoat Nature Reserve has clearly identified and focused on implementing a number of important strategic solutions.
The first is to take advantage of the leadership and direction of provincial-level Departments, especially Nghe An Department of Agriculture and Rural Development, Nghe An Forest Protection Department, District Party Committee and Que Phong District People’s Committee; Closely coordinate with functional agencies, party committees and people’s authorities of communes in the area to well carry out activities related to forest management, protection, development and biodiversity conservation. learn.
Second, strengthen coordination with local party committees and authorities to do a good job of propaganda to raise awareness for people in forest protection and development and biodiversity conservation; create conditions for local people to participate in forest protection and development activities and biodiversity conservation; Closely coordinate with local authorities to deploy and enforce synchronously and strictly legal regulations related to forest protection and biodiversity conservation.
Third is to coordinate closely with scientific research organizations, universities and domestic and international scientists to carry out scientific research activities, conserve biodiversity, and conserve natural resources. Rare genetic resources in the Conservation Area.
Next is to build forestry development models to create sustainable livelihoods for people and local communities, and at the same time share benefits from forests with local communities, in order to closely link the rights benefits the sense of responsibility and obligation of the local community towards the forest.
Reporter : So, what are the results achieved in forest protection, biodiversity conservation as well as creating livelihoods and increasing income for people in the area?
Mr. Nguyen Van Sinh :
From the synchronous implementation of the above solutions in Pu Hoat Nature Reserve, forest protection, biodiversity conservation as well as creating livelihoods and increasing income for people in the area have initially begun. achieve certain results. As follows:
Regarding forest protection and development, the forest area assigned to management units has so far been well managed and protected; Violations of illegal exploitation, transportation, purchase, sale, processing, hiding and use of forest products; Illegally keeping, buying, selling, and hunting wild animals in the area has been strictly controlled and handled promptly. People’s sense of responsibility has gradually been raised, creating motivation to participate in forest protection. There is no phenomenon of deforestation for slash-and-burn agriculture, and no forest fires have occurred. The landscapes and habitats of the forest ecosystem in Pu Hoat Nature Reserve have been well managed and protected, ensuring the natural development and succession of the forest.
For scientific research, every year the unit coordinates with domestic and international scientific research organizations such as: Vietnam Academy of Forestry Sciences, Vietnam Forestry University, and Vietnam University of Forestry. Vinh, Department of Science and Technology of Nghe An province, Vietnam – Russia Tropical Institute, FFI Organization …. To organize research on research topics. Up to now, the scientific database of Pu Hoat Nature Reserve has basically been gradually completed, the diverse values of genetic resources have been evaluated and confirmed to contribute to conservation work. In addition, the unit has coordinated to deploy scientific research projects and technology transfer to preserve and develop rare gene species and medicinal herbs under the local forest canopy such as: Cinnamon tree, Mu tree. Tun, Ba Kich….
Regarding building sustainable livelihoods for local people, in addition to forest management and protection and biodiversity conservation, the Management Board of Pu Hoat Nature Reserve always pays attention to building sustainable livelihoods to increase income. , livelihood for local people to reduce pressure on the forest. The unit has implemented the policy on payment for forest environmental services and the Sustainable Forestry Development Program in a synchronous manner in the area. To date, the unit has organized forest protection contracts for 44 village communities with more than 4,500 households participating with an average income of 4-5 million VND/household/year. In addition, the unit has supported people to build models of afforestation, Lung development, models of growing medicinal herbs under forest canopy, community tourism models… contributing to creating income and sustainable livelihoods. In particular, the unit has implemented the restoration and development of the Que Quy tree model in Que Phong district, contributing to preserving rare genetic resources and sustainable economic development.
