Following Official Letter No. 9231/BNNMT-BTTN dated November 18, 2025, from the Ministry of Agriculture and Environment, on December 11, 2025, the People’s Committee of Nghe An Province issued Document No. 13850/UBND-NN on strengthening law enforcement, propaganda, and dissemination of information on biodiversity conservation and wildlife protection, aiming to improve the effectiveness of state management and promptly prevent acts of harm to nature and the ecological environment.

Accordingly, the Chairman of the Provincial People’s Committee assigned departments, agencies, and the People’s Committees of communes and wards to continue effectively implementing the 2008 Biodiversity Law; and the decisions and directives of the Prime Minister related to the management of invasive alien species, conservation of wild birds, and migratory birds in Vietnam. The dissemination and popularization of laws must be carried out through practical forms, appropriate to the conditions of each locality, and linked to the fight against and handling of violations.

The Department of Agriculture and Environment is tasked with coordinating with relevant units to closely monitor the situation in the area, conduct regular surveys and inspections of restaurants, wildlife breeding and trading establishments, markets, key goods transportation routes, and ringleaders involved in hunting, trapping, trading, transporting, and consuming wild animals and migratory birds; prevent illegal hunting, trapping, trading, transporting, and consuming; and strictly handle violations of laws on the protection of wild animals and migratory birds; implement measures to prevent diseases originating from wild animals and migratory birds; and intensify the implementation of measures to combat smuggling, trade fraud, counterfeit goods, and intellectual property infringement in the forestry sector.

In addition, the Provincial People’s Committee requested stricter management of the breeding, cultivation, trading, and release of invasive alien species, and severe penalties for violations; launching a mass movement to encourage public participation in reporting crimes, and mobilizing people to voluntarily hand over illegally kept wild animals to the authorities.
