Promoting the Enforcement of Laws on Biodiversity Conservation and Protection of Wildlife

The People’s Committee of Lào Cai Province issued Official Letter No. 352/UBND-NLN dated 19 January 2025 to implement Official Letter No. 9298/BTNMT-BTĐD dated 31 December 2024 of the Ministry of Natural Resources and Environment on strengthening law enforcement, communication, and public awareness on biodiversity conservation and wildlife protection.

Accordingly, the Provincial People’s Committee requests relevant agencies, units, and local authorities to implement the following tasks:

(i) Closely follow and effectively implement the contents of Resolution No. 24-NQ/TW dated 03 June 2013 of the 11th Party Central Committee on “Proactively responding to climate change, strengthening natural resource management and environmental protection”; Directive No. 29/CT-TTg dated 23 July 2020 of the Prime Minister on urgent solutions for wildlife management; Directive No. 42/CT-TTg dated 08 December 2020 of the Prime Minister on strengthening the management and control of invasive alien species; Directive No. 04/CT-TTg dated 17 May 2022 of the Prime Minister on urgent tasks and solutions to conserve wild and migratory birds in Viet Nam; as well as other directives issued by the Provincial People’s Committee.

(ii) Regularly disseminate and promote awareness among civil servants, public employees, workers, and the public to strictly comply with legal regulations on biodiversity conservation and wildlife protection, particularly endangered, precious, and rare wildlife species that are prioritized for protection.

(iii) Functional authorities such as the Police, Forest Rangers, Market Surveillance, Customs, and Border Guard forces shall strengthen inter-agency coordination, conduct regular inspections and monitoring of restaurants, wildlife breeding and trading facilities, and key transportation routes. They must promptly prevent illegal hunting, capturing, trading, transporting, and consumption of wildlife and strictly handle violations related to the protection of wild animals, plants, and migratory birds in Lào Cai Province.

(iv) The Department of Information and Communications shall direct the Provincial Radio and Television Station and Lào Cai Newspaper to enhance media coverage, broadcast messages, documentaries, and news reports to promote legal awareness on biodiversity conservation, control of invasive alien species, and protection of wildlife—especially endangered, precious, and rare species, as well as migratory wild birds.

The Department of Natural Resources and Environment and the Department of Agriculture and Rural Development are assigned, within their respective mandates, to proactively coordinate with relevant sectors and levels to inspect and supervise the enforcement of laws on biodiversity management and conservation by state management agencies. They shall also lead or integrate communication activities to raise awareness among organizations, individuals, and communities—especially residents living in the core and buffer zones of Hoàng Liên National Park and other nature reserves—on biodiversity conservation and forest protection.

Leaders of departments, sectors, and the People’s Committees of districts, cities, and towns are required to strictly implement the directives stated in this document and shall be held accountable before the Provincial People’s Committee if violations occur within their management areas due to failure to promptly direct, prevent, and handle such violations.
