On November 13, 2025, the Chairman of the People’s Committee of Quang Ngai Province issued Plan No. 87/KH-UBND to implement Plan No. 628/KH-BCA-BNN&MT dated October 17, 2025, of the Ministry of Public Security and the Ministry of Agriculture and Environment on coordinating the organization of propaganda, combating, and handling violations related to the protection of wildlife and aquatic resources (the Plan).
The main purpose of the Plan is to seriously and effectively implement the directives of the Government and the Prime Minister; and the national projects and programs of the Government; Plan No. 628/KH-BCA-BNN&MT aims to contribute to biodiversity conservation, especially the protection of endangered, rare, and precious wild animal species, focusing on the conservation of wild and migratory birds and the protection of aquatic resources in the province. It seeks to improve the effectiveness of management, dissemination of information, inspection, and handling of violations of laws related to the protection of wild animals; raise community awareness about the management and protection of wild animals and aquatic resources; promote the fight against illegal wildlife trade and hunting, especially of endangered, rare, and precious species; and actively participate in the “No Hunting – No Consumption – Protect Wild Animals, Migratory Birds, and Aquatic Resources” movement.
Establish an inter-agency Steering Committee between the Provincial Police, the Department of Agriculture and Environment, relevant departments and agencies, and the People’s Committees of communes, wards, and the Ly Son Special Zone, chaired by the Deputy Director of the Provincial Police – Head of the Criminal Investigation Agency. The Steering Committee will establish inter-agency working groups (Police, Forestry Department, local authorities, and relevant functional forces) to conduct coordinated activities to review, compile statistics, inspect, and handle violations of the law related to the protection of wild animals and aquatic resources in the province.
Key targets: Review, compile statistics, and create a list of organizations and individuals involved in: (i) hunting, killing, breeding, keeping, transporting, trading, processing, storing, and consuming wild and migratory birds; (ii) destructive and unsustainable exploitation of aquatic resources. (iii) Transnational and cyber-based networks involved in the illegal trade, storage, and transportation of wild, migratory, and endangered aquatic species; (iv) acts of possessing, trading, and using prohibited fishing gear, explosives, poisons, and electric shock devices for fishing; trawling nets, high-frequency sound devices, loudspeakers, etc., for hunting birds, particularly in areas and localities where illegal breeding, hunting, trading, and transportation of wild species/wild animal products, as well as trapping, catching, and exterminating wild, migratory, and aquatic resources, frequently occur.
The Department of Agriculture and Environment is directed to instruct its subordinate agencies and units to coordinate with the police, local authorities, and relevant organizations and individuals to thoroughly understand the situation in the area, review, compile statistics, and create a list of key areas and hotspots of violations of laws related to the protection of wild animals and aquatic resources; and social media platforms and online groups involved in the trading and sale of endangered and rare wild animals, wild birds, migratory species, and aquatic species.
