On the afternoon of November 3, 2025, in Hanoi, the Department of Nature Conservation and Biodiversity; the Department of Forestry and Forest Protection – Ministry of Agriculture and Environment; the Department of Environmental Crime Prevention and Control, Ministry of Public Security; and the Border Guard Command – Ministry of National Defense signed a cooperation plan to effectively prevent, deter, combat, and handle violations of biodiversity laws.
Attending the ceremony were Ms. Hoang Thi Thanh Nhan, Deputy Director of the Department of Nature Conservation and Biodiversity; Colonel Than Van Hai, Director of the Department of Environmental Crime Prevention and Control; leaders of the Department of Forestry and Forest Protection; representatives from the Border Guard Command; units under the two Ministries; and other relevant units.

The coordination plan is built on the basis of Decision No. 1623/QD-TTg dated December 27, 2022, of the Prime Minister approving the Project to strengthen crime prevention and control on biodiversity until 2030, with a vision to 2050, and concretizes Plan No. 628/KH-BCA-BNN&MT on strengthening the work of preventing and combating violations of laws on wildlife, migratory birds, and aquatic resources, which was signed by the leaders of the Ministry of Public Security and the Minister of Agriculture and Environment on October 17, 2025.
This is a significant milestone affirming the determination of the three agencies to coordinate closely and synchronously to protect natural resources, preserve biodiversity, and ensure the ecological and environmental security of the country. The coordination plan ensures a specific division of responsibilities based on the functions, tasks, and powers of each party, and adheres to the principles and professional requirements of each sector.
According to the plan, the Department of Environmental Crime Prevention and Control will coordinate with the Department of Nature Conservation and Biodiversity, and the Department of Forestry and Forest Protection in developing policies and laws on biodiversity conservation and handling violations of biodiversity laws; combating, preventing, deterring, and handling crimes and violations of laws on the management and keeping of endangered, rare, and precious animal species. The plan aims to improve policies and laws, enhance the effectiveness of management, and strengthen the fight against, prevention of, and handling of crimes and violations of laws related to biodiversity, forest management and protection, wildlife, and forest product management; improve law enforcement capacity; and raise community awareness about biodiversity conservation, forest management and protection, wildlife, forest products, and the management of invasive alien species.
One of the highlights of the coordinated plan is the emphasis on legal education and awareness campaigns, helping communities, businesses, and local authorities better understand the role and value of biodiversity and sustainable forestry. Communication activities will be diverse, ranging from training for local officials to campaigns to raise community awareness about wildlife protection and discouraging the consumption of illegally sourced forest products.
The plan will be implemented over 5 years (starting from November 2025 to the end of November 2030), with a mechanism for regular meetings every 6 months and annually to evaluate results and adjust coordination activities to suit the actual situation. Inter-sectoral coordination is an essential solution, creating a flexible operating mechanism among law enforcement forces, state management agencies, and social organizations, contributing to maintaining the achievements in forest protection, nature conservation, and biodiversity preservation.
