Strengthening Law Enforcement on Biodiversity Conservation and Wildlife Protection in Lao Cai

The People’s Committee of Lao Cai province issued Document No. 352/UBND-NLN dated January 19, 2025, to implement Document No. 9298/BTNMT-BTĐD dated December 31, 2024, of the Ministry of Natural Resources and Environment on strengthening law enforcement, propaganda, and dissemination of biodiversity conservation and wildlife protection.

Accordingly, the document from the People’s Committee of the province requests agencies, units, and localities to implement: (i) Closely follow and effectively implement the contents of Resolution No. 24-NQ/TW dated June 3, 2013, of the Central Committee of the 11th Party Congress on “Proactively responding to climate change, strengthening resource management and environmental protection”; (i) Directive No. 29/CT-TTg dated July 23, 2020 of the Prime Minister on some urgent solutions for managing wild animal species; Directive No. 42/CT-TTg dated December 8, 2020 of the Prime Minister on strengthening the management and control of invasive alien species and Directive No. 04/CT-TTg dated May 17, 2022 of the Prime Minister on urgent tasks and solutions for the conservation of wild and migratory bird species in Vietnam and the directives of the Provincial People’s Committee; (ii) Regularly disseminate and publicize to all civil servants, employees and people to strictly comply with the legal regulations on biodiversity conservation and protection of wild species, especially endangered and rare wild animal species that are prioritized for protection. (iii) Functional agencies such as (Police, Forestry, Market Management, Customs, Border Guard) strengthen inter-agency coordination, regularly inspect and check restaurants, establishments raising and trading wild animals and wild birds, and key goods transportation routes; promptly prevent illegal hunting, trapping, trading, transporting, and consuming and strictly handle violations of laws on the protection of wild animals, plants, and migratory birds in Lao Cai; (iv) The Department of Information and Communications directs the Radio and Television Station; Lao Cai Newspaper will strengthen its activities in reporting and broadcasting messages, reports, and news bulletins promoting laws on biodiversity, controlling invasive alien species, protecting rare and endangered wildlife, and migratory wild birds…

The Department of Natural Resources and Environment and the Department of Agriculture and Rural Development, according to their respective functions and duties, are responsible for proactively coordinating with all levels and sectors to inspect and monitor the implementation of laws on biodiversity management and conservation by state management agencies; and for leading, coordinating, or integrating the organization of awareness campaigns for organizations, individuals, and communities, especially people living in the core and buffer zones of Hoang Lien National Park and other nature reserves, on biodiversity conservation and forest protection.

Leaders of departments, sectors, and the People’s Committees of districts, cities, and towns shall strictly implement the directives in this document. They will be held accountable to the Provincial People’s Committee if violations occur within their jurisdiction without timely direction and implementation of preventive and corrective measures.
