Strengthening the Implementation of National Obligations as a Contracting Party to the Ramsar Convention

Wetlands are among the most valuable ecosystems in terms of ecological and economic significance for sustainable development. Not only do they provide habitats for numerous rare and endangered species, but wetlands also deliver essential ecosystem services such as water regulation, disaster risk reduction, pollution filtration, and livelihood support for millions of people. However, under increasing pressure from socio-economic development, climate change, and unsustainable resource exploitation, many wetlands around the world are experiencing serious degradation.

In this context, strengthening the implementation of obligations as a Contracting Party to the Ramsar Convention is of particular importance for the protection and sustainable use of wetlands. For Viet Nam, which became a member of the Ramsar Convention in 1989, effectively fulfilling these international commitments contributes not only to biodiversity conservation but also to enhancing the country’s role in global environmental protection efforts.

The value of wetland ecosystems

Wetlands include a wide range of ecosystems such as marshes, lakes, estuaries, tidal flats, mangrove forests, and low-lying areas that are permanently or seasonally inundated. These ecosystems are considered among the most biologically diverse environments on Earth.

In Viet Nam, wetlands are widely distributed from mountainous regions to lowland plains and coastal zones. These ecosystems provide habitats for numerous species of waterbirds, fish, amphibians, reptiles, and aquatic plants. Many wetlands also serve as crucial stopover sites for migratory birds along the East Asian–Australasian Flyway.

Beyond their biodiversity value, wetlands provide significant socio-economic benefits. They regulate water flow, reduce flood risks, protect coastlines from erosion, and provide rich natural resources that support agriculture, aquaculture, and ecotourism.

However, due to rapid urbanization, land-use conversion, environmental pollution, and the impacts of climate change, many wetland areas are shrinking in size and experiencing declining environmental quality.

The role of the Ramsar Convention

The Ramsar Convention is one of the most important international agreements dedicated to the conservation and sustainable use of wetlands. The Convention was adopted in 1971 in the city of Ramsar, Iran, and has since been joined by more than 170 countries worldwide.

The Convention aims to promote the conservation and wise use of wetlands through national actions and international cooperation. Contracting Parties are responsible for identifying, designating, and managing wetlands of international importance while implementing policies and measures to ensure the sustainable use of these ecosystems.

In addition, the Convention encourages countries to strengthen cooperation in scientific research, information exchange, and public awareness raising about the importance of wetlands.

Viet Nam’s efforts in implementing the Convention

Since becoming a member of the Ramsar Convention, Viet Nam has actively implemented a wide range of initiatives aimed at conserving and sustainably managing wetlands. One significant achievement has been the designation and management of Ramsar Sites—wetlands recognized for their international importance.

To date, Viet Nam has several Ramsar Sites distributed across the country from north to south. These sites not only possess high biodiversity value but also serve as important habitats for unique ecosystems and rare species.

Alongside the expansion of the Ramsar Site network, Viet Nam has introduced various policies and programs to strengthen wetland management and protection. Scientific research, environmental monitoring, and ecosystem restoration initiatives have been implemented in many localities.

Furthermore, efforts to raise public awareness and encourage the participation of local communities in wetland conservation have received increasing attention.

Strengthening national obligations

Despite these positive achievements, wetland conservation in Viet Nam still faces many challenges. Rapid economic development, population growth, and climate change are placing increasing pressure on wetland ecosystems.

Therefore, strengthening the implementation of national obligations under the Ramsar Convention remains a key priority in the coming years. First, policies and legal frameworks related to wetland management need to be further improved to ensure effective coordination among sectors and levels of governance.

In addition, greater investment in scientific research, monitoring, and wetland ecosystem restoration is necessary to improve conservation effectiveness. The application of modern technologies in environmental monitoring and management will also contribute to enhancing the quality of wetland management.

Expanding the Ramsar Site network and strengthening international cooperation are also important solutions for mobilizing financial resources, technical expertise, and global experience in wetland conservation.

Toward sustainable wetland management

Conserving and sustainably using wetlands is not only the responsibility of government agencies but also requires the active participation of society as a whole. When communities understand the value of wetland ecosystems, resource use can be managed in a more sustainable and responsible manner.

By strengthening the implementation of its obligations as a Contracting Party to the Ramsar Convention, Viet Nam can make an important contribution to global efforts to protect wetlands. At the same time, these efforts will help safeguard valuable natural resources, maintain biodiversity, and create a solid foundation for the country’s sustainable development in the future.
