The Government has just issued Resolution No. 261/NQ-CP dated August 29, 2025, allowing the transfer of 1 million tons of CO₂ emission reduction credits from the North Central region during the 2018-2019 period to the International Bank for Reconstruction and Development (IBRD), a member of the World Bank Group (WB). This is an important step in implementing the emission reduction payment agreement and affirms Vietnam’s strong commitment to responding to climate change.
Transfer of 1 million tons of carbon credits from the North Central region to the IBRD.
This amount of carbon credits is part of the 5.91 million tons of surplus CO₂ after the first transfer in 2023. At that time, Vietnam transferred 10.3 million tons, earning US$51.5 million. According to the agreement, approximately 95% of the transferred emissions will be transferred by IBRD to Vietnam to achieve its Nationally Determined Contributions (NDCs) under the Paris Agreement. The specific value of this transfer will be based on the ERPA contract signed in 2020, with an average price of approximately US$5 per ton. The estimated revenue of approximately US$5 million will be allocated to forest owners, local authorities, and organizations involved in forest management and protection in five North Central provinces: Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, and Hue. This expenditure will not only directly support forest protection efforts but also contribute to improving livelihoods and increasing income for local communities.
The Ministry of Agriculture and Environment is tasked with leading the implementation of procedures for transferring, receiving, and managing financial resources in accordance with Government Decree 107/2022/ND-CP dated December 28, 2022, on piloting the transfer of emission reduction results and ERPA financial management. Relevant ministries, sectors, and localities are responsible for coordinating implementation, ensuring transparency and efficiency in the use of revenue.
The successful transfer of 1 million tons of CO₂ to the World Bank is considered a significant milestone, bringing Vietnam closer to its goal of reducing greenhouse gas emissions, promoting green growth and sustainable development, and demonstrating close cooperation with the international community in the common effort to address global climate change.
