Viet Nam’s Contributions to the Europe–Asia–Pacific Regional Dialogue on Biodiversity Finance

Amid the rapid global decline of biodiversity, mobilizing and allocating financial resources for nature conservation has become one of the top priorities of the international community. Countries increasingly recognize that protecting, restoring, and sustainably using biodiversity cannot be achieved effectively without adequate and sustainable financial resources. As a result, international dialogues on biodiversity finance are playing an increasingly important role in promoting cooperation, sharing experiences, and identifying innovative financial solutions.

Within these global efforts, the Europe–Asia–Pacific Regional Dialogue on Biodiversity Finance has emerged as an important platform for countries to exchange policy experiences, share best practices, and promote initiatives aimed at increasing investment in nature conservation. Viet Nam’s active participation in this dialogue not only demonstrates the country’s strong commitment to biodiversity protection but also opens up opportunities to mobilize financial resources and strengthen financial management capacity for conservation.

Biodiversity finance – a key factor for conservation

In recent years, international studies have highlighted a significant global financing gap for biodiversity conservation. The financial resources required to protect and restore ecosystems far exceed the funding currently available from government budgets and traditional sources of support.

In response to this challenge, countries and international organizations are promoting various approaches to diversify financial resources for biodiversity conservation. In addition to public funding, innovative financial mechanisms such as payments for ecosystem services, green bonds, impact investments, conservation trust funds, and market-based financial instruments are increasingly being explored and implemented.

Regional forums such as the Europe–Asia–Pacific Regional Dialogue on Biodiversity Finance provide opportunities for countries to discuss effective financial models while strengthening cooperation among governments, international organizations, the private sector, and civil society.

Viet Nam’s role and contributions

During the dialogue sessions, Viet Nam shared valuable experiences in mobilizing and managing financial resources for nature conservation and biodiversity protection. In recent years, the country has introduced a number of policies and financial mechanisms aimed at promoting biodiversity conservation in alignment with sustainable development goals.

One of Viet Nam’s most notable initiatives is the Payment for Forest Environmental Services (PFES) mechanism, which has been widely implemented for more than a decade. This mechanism mobilizes financial contributions from businesses and organizations that benefit from forest ecosystem services to support forest protection and development while also creating sustainable livelihoods for local communities.

In addition, Viet Nam has been actively integrating biodiversity conservation objectives into national socio-economic development strategies, thereby creating opportunities to mobilize additional financial resources from multiple sectors to support conservation activities.

Strengthening cooperation and learning from international experience

Participation in regional dialogues not only allows Viet Nam to share practical experiences but also provides opportunities to learn from other countries and international organizations about innovative financial mechanisms for biodiversity conservation.

Many countries in the region have developed diverse financial instruments such as conservation trust funds, green investment programs, and market-based financial mechanisms designed to attract private sector participation in protecting nature. These experiences offer valuable lessons that can support Viet Nam in further developing and strengthening its biodiversity finance mechanisms.

Furthermore, international dialogue platforms facilitate stronger connections among policymakers, financial institutions, scientists, and civil society organizations, thereby creating important collaborative networks for advancing conservation efforts.

Opportunities to mobilize resources for conservation

Through participation in regional and global platforms, Viet Nam gains access to a wide range of international financial resources that can support biodiversity conservation programs.

International funds, development agencies, and global financing mechanisms are increasingly prioritizing support for developing countries in implementing biodiversity conservation targets. Active engagement in regional dialogues enhances Viet Nam’s ability to access such funding opportunities.

At the same time, international cooperation initiatives also help encourage greater private sector involvement in conservation activities through sustainable investment models and innovative financing mechanisms.

Toward a sustainable financial system for biodiversity

As environmental challenges continue to intensify, establishing a sustainable financial system for biodiversity conservation has become an urgent priority. This requires close collaboration among government institutions, international organizations, the private sector, and local communities.

For Viet Nam, active participation in international dialogues on biodiversity finance not only contributes to strengthening the country’s role in global conservation efforts but also opens new opportunities to mobilize resources and promote innovative financial solutions.

With strong commitments and expanding international partnerships, Viet Nam is gradually building a more robust financial foundation for biodiversity conservation. These efforts will help safeguard the country’s valuable natural heritage while supporting long-term sustainable development.
